More than 200 colleges and universities throughout Ohio offer some form of online education and many of them feature bachelor’s and graduate degrees that can be completed entirely online. Ohio is also one of first states to adopt the Quality Matters (QM) process, a method of assessing and certifying online and hybrid programs. Currently, Ohio has the largest pool of faculty who are trained in accordance with the QM rubric, perhaps one of the reasons why 30% of postsecondary students in the state are receiving some amount of education in digital form.

A Brief Overview of Higher Education in Ohio
During the 2015-2016 school year, Ohio hosted 208 degree-granting institutions; only five other states boasted a higher number of schools. This total includes 60 public institutions, 72 nonprofit institutions, and 76 for-profit institutions. In 2016, degree-granting postsecondary institutions in Ohio enrolled a total of 658,229 students.
During the 2017-2018 school year, in-state students at public four-year universities in Ohio paid, on average, $10,505 for tuition and fees. Out-of-state students at public four-year schools in the state paid an average of $25,000. At Ohio’s flagship university, Ohio State University, in-state students paid an average of $10,590 for tuition and fees while out-of-state students paid $29,700.
To help students pursue postsecondary education, including at online schools in OH, the state issued nearly $132 million in financial aid during the 2015-2016 school year. Of this, $93,472,188 went toward programs serving students who exhibited financial need. More than 76,000 college students received financial aid through the Ohio College Opportunity Grant Program during the 2015-2016 school year. Of the remaining funds, $37,477,034 went to non-need based grant programs such as the Choose Ohio First Scholarship Grant Program, the War Orphans Scholarship, and Ohio National Guard Tuition Grants. Collectively, these programs served more than 9,000 students in Ohio. The remaining $923,307 went to non-grant programs such as the Nurse Education Assistance Loan Program and the Safety Officers College Memorial Fund.

The State of Online Higher Education in Ohio
To date, there are two key organizations driving online colleges in OH: OhioLearns and the Midwestern Higher Education Compact. OhioLearns is essentially the definitive catalogue of online programs and courses currently on offer throughout the state. The site’s database is highly filterable, letting students narrow their choices down by subject, school, method of delivery and start dates, to name only a few criteria. The tool makes it incredibly simple to identify single courses they’d like to audit remotely or to plan for the specific fully online program they’d like to pursue.
The Midwest Higher Education Compact, meanwhile, is an organization that facilitates affordable online education opportunities for students residing in states throughout the region. Ohio has partnered with 11 other states, giving its students greater access to the entirety of the region’s excellent online opportunities. One of the compact’s biggest draws is reduced tuition, which lets students pursue online courses and programs outside Ohio at heavily reduced rates, bordering on in-state level pricing.
Ohio boasts a healthy population of online learners. As of 2015, 171,158 undergraduate students and 27,036 graduate students took at least one distance course at an online college in Ohio. Combined, these numbers represent 29.7% of the total population of enrolled students in the state. Between 2012 and 2015, the percentage of students taking at least one distance course from an online school in Ohio increased 18.7% — significantly more than the national average.
In 2015, the number of students who took all of their courses at a distance sat at 76,706, or 11.5% of the enrolled study body in Ohio. This population of distance learners consisted of 60,052 undergraduates and 16,654 graduate students. While 81% of these students came from Ohio, the remaining students lived out-of-state but enrolled in a course through an online school in Ohio. Of Ohio students, 88% took all on-campus courses or a mixture of on-campus and distance courses.
Tuition Breaks for Out-of-State Students
A program of the Midwestern Higher Education Compact (MHEC), the Midwest Student Exchange Program (MSEP) encourages students in the midwest to attend out-of-state schools in their region. The tuition reciprocity program allows students in participating MSEP states to pay affordable tuition rates. Although the MHEC compact consists of twelve midwest states, only ten of them — Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin — participate in the MSEP tuition reciprocity program. The program includes more than 100 colleges, meaning that students in the midwest enjoy much greater access to affordable postsecondary programs.
The tuition reduction agreement means that schools place a cap on how much they charge out-of-state students from the midwest. Participating public institutions agree not to charge out-of-state students more than 150% of the tuition cost for in-state tuition. Participating private institutions provide a 10% tuition discount for out-of-state students. Students who participate in the reciprocity program typically save $500-$5,000 per year. The state of Ohio also offers a program called Forever Buckeyes which allows any student who graduated from an Ohio high school (public or private) to return to Ohio and receive in-state tuition rates.
